Windows 10 Geolocation & Time Zones

My Windows 10 computer has been setting my clock as being in "Central" Time Zone in America instead of "Eastern" US. I recently discovered that in Microsoft Maps, it is setting my location as in "St. Paul" Minnesota which is 650+ miles away from my location in Detroit. I have never been there. I keep changing my Time Zone, but it keeps setting it back. I set it to notify me when it happens and sometimes I catch it.
