Windows 10 freezes / lag during certain periods of times

Hello, for reference, i'm intermediate / high level in case of computers (high considering hardware, intermediate concerning Windows 10)

The problem occurs on My work PC

This PC is a DELL Precision 3620 with

Intel Core i7 6700

16GB RAM

SSD: Samsung PRO 512GB (Sata 3

HDD: Western Digital WD Blue 1TB

OS Windows 10 2004 / 20H2

GPU: intel integrated since removal of ATI FirePro due to graphical glitches


The problem Doesn't appear when running a fresh install on another SSD (with all the same programs, only office remained unactivated)

All the updates are already installed and all the drivers are already in the latest version


The problem I have is that I have some periods where I have suddenly several lag / freezes and others when the PC runs smoothly.

During the lag Spikes, the PC doesn't have any spikes in use in either CPU/GPU/RAM/SSD/HDD, and going into details of some of the heavily inpacted programs (example Office, VS2019, Explorer ), in the details, they all run normally (no processes that blocks or hangs these softwares)

When the freezes occurs, the mouse is impacted, but the system doesn't hang fully (for example when I have amazon music or a video on youtube in foreground or background, the sound or video doesn't freezes.


Here all the things already checked

Hardware was tested with DELL internal diagnostic (ePSA) in short (10 minutes) and full (4 hours) runs

RAM was fully tested after with Memtest and windows memory check tool

SSD and HDD were fully tested with HDD SCAN

CPU and GPU where tested with intel processor diagnostic tool

Either SFC /scannow and DSIM restoreheatlh where executed with no errors at all (and done each time I had a cumulative update)

Other things such as SSD sleep time and flashing the latest firmware with Samsung Magician where done

GPU Drivers where uninstalled and reinstalled using DDU (had repaired my weird glitches on chrome and out of focus apps that needed to be minimised and maximised via the task bar (app is on desktop but any clicks where reverted to the apps in their background))


Running a clone of the SSD on another SSD (WD BLUE 1TB SSD), the results remain the same, after that SSD was wiped and a new install was done with 90% of all installed programs, no problems appeared (but not tested long enough because I need my profiles in my software and are not easily transferable.


PS: running a virtual machine in Virtual Box during freezes and having the mouse captured, the VM and mouse runs smooth

the VM is Windows 10 2004 with 4GB RAM and 250GB dynamic disk is stored in the HDD (not the SSD)
