Windows 10 black screen with cursor after I type in my pin

Hi I was downloading GTA 5 mods and once I tried to start up gta after applying the mods(not sure if I was doing it correctly it was my first time). My screen went black for a long time. I decided to power off my pc by clicking off my power supply button. I booted back up and now everytime I put in my pin it loads for a while and then goes into a black screen but I can still see my cursor. After about 5-7 minutes the black screen goes away but I’ve lost some of the functionality of windows. I can’t open my task manager anymore unless I boot into safe mode and I also cannot reset my pc in the r
