Windows 10 1909 ignore http proxy pac file only on wifi network

Recently we upgraded Windows 10 1909, after we noticed the internet is not working while connecting with Wifi and same is working on LAN network. We are using http proxy pac file.

Office LAN - Working

Office Wifi - Not Working

Personal Wifi - Working

Personal Wifi + VPN = Not Working



Windows 10 1809 no issue, everything works perfect and we don't have 1903 environment.

we can't able to identify the cause, appreciated if some one could help.
