Windows 10 1903 Image Backup fails with error 0x80780119

The following error showed up on my windows 1903 build 18362.295.

According to the message the minimum available space for volumes should be:

For a volume <500MB 50MB of free space

>500MB 320MB

>1GB 1GB

Windows 1903 Created a system reserved Partition on 549MB and a Recovery Partition of 521MB, so in both cases they are bigger than 500MB, but for sure they did not provide 320MB of free space.

Why is windows creating partitions that are too small to accommodate the free space that is required for the shadow copy ?

There is plenty of free space on the C: drive and on the external destination drive, so the problem seems to be with the recovery partition which only had 59MB of free space.

Either the numbers on the message are incorrect or windows is just creating a recovery partition that is too small to allow the image backup to work correctly ? In this case the recovery partition should be around 900MB.
