Win7 Ultimate works with DHCP/Internet, but not Static IP/LAN

I have a Windows 7 Ultimate desktop I need to connect to a router-less LAN. Everything has static IPs and is connected via managed switch. Worked fine when I had it connected to a DHCP-based LAN with internet access. I know the IP address and the port are good because I tested with a laptop running Windows 7 Home Premium. The network adapter dialog shows "Unidentified Network", "No network access", quite a few packets sent but none received.


I did a ping test to a mac mini with both desktop and laptop. Laptop returned 1ms on every attempt, desktop returned "Destination Host Unreachable."


Network adapter is Broadcom NetXtreme Gigabit Ethernet.

-updated drivers, but no fix. I've also

-rebooted, reset the ipconfig, and TCP/IP stack.

-Windows firewall is off.

-couldn't find any agent services running that would affect IP address
