Win11 Photo app not linking to ICloud

I have a new computer with Win11 Home 22H2. The Photos App is the Updated one with ICloud integration on the left side navigation bar. However I am unable to pull the ICloud photos into the Photos App. When I click on that icon the screen says to Turn On ICloud Photos. But I have done this multiple times and the box within ICloud can be checked for Photos and I hit Apply but nothing changes in Photos. When I close and reopen ICloud for Windows i notice that Photos box is often unchecked which is odd. Somehow that linking process is not occurring.I can see the photos on the ICloud web sit
