Win11 fails to start devmgmt.msc because it doesnt have an app associated with it? How is this even possible Microsoft?

When i try to run devmgmt.msc through Run (Windows+R) it pops up an error window:"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."But i AM the administrator. Ok, i use Run as administrator (Ctrl+Shift+Enter). Windows pops up next error:"This file does not have an app associated with it for performing this action. Please install an app or, if one already installed, create an association in the Default Apps Settings page."Please suggest a solution.Also please advice, does Microsoft intend to make Error popup text copyabl
