Win11 - Administrator prevents app installation

[Windows 11]

I am trying to reinstall my printer drivers from CD to my Dell laptop. Running "setup.exe" I get the message "This application has been blocked for your protection" and "An administration has blocked you from running this app." I am the only user on this Win11 laptop, and the Microsoft account that I log into the laptop with shows me as administrator. Same results when I right click on setup.exe and "Run as administrator." Have searched online for a solution without success. I am lost.
