This phase was allowed to run for many hours but there was nothing to indicate percentage complete or remaining time. Finally, I rebooted the laptop and Win 7 loaded. Norton reported a problem which was overcome by a Norton update procedure. I checked Win Update and there were 3 important Win 7 updates listed. I then restored to a point prior to the Win 10 download. Win 7 then loaded but Norton reported a serious error. I then followed a Norton procedure to de-install and re-install Norton but this failed and Norton is now absent. I rebooted and the system still reports that the 3 Windows updates are available. All was working fine before the Win10 upgrade attempt. Now, I just want to get Win7 updates working properly again.
