Win 11 taskbar setting

Whenever my mouse hovers over a taskbar icon (regardless of how long) the name of the program pops up. As long as the mouse is over the icon and the name appears, clicking on the icon - or name - will NOT open the program. I have to find a way to click the icon faster than the name pops up. How can I disable the name popup?
