Win 10 two monitors: pop ups and dialog boxes appear in "wrong" monitor

My monitors work great and no problem with the drivers etc. The issue is when I am working on a document and want to search for a word (for example), the search window appears in the other monitor instead of the one I'm using. This happens in several programs with just about any pop up (save as, open, find, print etc.) It happens when I am copying files to a thumb drive File Explorer is open in the 2nd monitor (the bigger one) and the Copying window showing progress appears in the other window. Is this normal? is there a fix? What I want is for all dialog boxes etc to appear in the same monitor that I'm running the program. My monitors are not right next to each other and it is disconcerting to expect something to happen where I can see it and it is not there. Sometimes I don't know to look for a given box -- I'm focused on what I'm doing on the larger monitor -- and I miss something important.
