WIN 10 HID COMPLIANT USB JOYSTICK CONTROLLER IS NOW MISSING FROM MY PC

I am getting a Code 43 Error when plugging a USB Joystick Controller into my Win10 PC. This never happened in over 15 years before, and only recently started happening with all Joysticks I have ... TCS Airbus, Saitek X52, and Logitech X56 ... I checked the Device Management, and Yellow Triangle message says; Unknown USB Device (Device Descriptor Request Failed). But that is not in the HID section of the device manager. It shows only in the Universal Serial Bus controllers section. (Screenshot #1)However, my Rudder Pedals do show up in the HID.
