Win 10 BSOD when adding memory

Have an intel NUC running 4GB RAM. Runs fine at 4GB. As soon as I go to 8GB, it BSOD's with error messages: Boot Configuration Data file doesn't contain valid information for an operating system File:\BCD Error code: 0xc0000098- panels are compatible according to Intel docs- have tried single 8GB panel, or 2x4 GB panels - both fail- each 4GB panel runs fine alone- each 4GB panel has the same specs - same architecture, same speedWindows runs fine in safe mode with 8GB (with either 2x4GB or 1x8GB)Windows memory diagnostic says memory is fineThe first bootlog_not_loaded driver is
