Will windows release a version that is customizable? Or eventually Open source their old versions for free use, Like Windows Vista or Windows XP

Id like to see windows add more customizable features like having different and more customizable variants of the taskbar, Built by windows so I know its not a virus, Or making complete OS variants, probably used the wrong wording there, But making it so you can change how the actual home screen and other things look, because I do like windows 8 Slide for homepage feature, But im not downgrading just for that.2, It would be nice if windows made their old versions open source for development purposes, Because Id want to modify old windows versions on a VM easily for fun, I also think other peo
