Will Microsoft Take Responsibility for Risks in Upgrading to Windows 11 on an Intel Core i5-7th Gen Laptop?

Why does Microsoft encourage users to take risks by upgrading to Windows 11? If I accpept the risk involved, will Microsoft take responsibility for an issues that arise? I don't accpept such risks just to upgrade to Windows 11.
