Wifi Logo disappears in pop up menu when network goes down

every once in a while my internet will go down, or I'll change locations and my WIFI will not enable unless I restart my computer. I find this annoying... typically I would click on the icon in the task bar (wired globe) which signifies there's no internet. When I look into the pop up menu only the Bluetooth, airplane mode and a couple other icons will show. the WIFI menu never does. I don't believe I should have to restart my computer to get on my hotspot. i should just be able to select the network. Why does the WIFI disappear when i lose the network and not able to toggle to a new net
