Wifi connection issues after the update

I think I’ve tried just about every restart method, network diagnostics and uninstall I can try and nothing will help connect my laptop to wifi, I don’t have an Ethernet cord and if I try and use personal hotspot the button automatically shuts itself back off, my only option is airplane mode and Bluetooth and I have no clue what to do
