Widows 10 slows way down with WiFi disabled

Windows 10 on a tough book CF-31. I keep the WiFi off most of the time, but I recently added some software so I had to update it. I went through all available updates. I checked and windows said I was up to date. I shut down and re-booted 3 times making sure the stupid updates were done. Machine worked fine. I turned off the WiFi, and the machine slowed down to a crawl. It would take 15-20 minutes to get a desktop, and even then, applications would just stall and not work at all. It took forever, but I was able to diag the memory and got no errors. Every time I booted up, I got that blue scree
