why won't windows 11 backup to a partition on the same hard drive

I am used to backing up windows to a partition on the same hard drive. this worked well on windows 10, but backup will not run this way in windows 11. I don;t even get a reason why, it just doesn't start. I have a new 11 install on a new laptop with all the updates installed.
