Why won't separate Minecraft worlds register my rtx packs?

As stated my separately crated Minecraft Worlds don't want to or can't register my RTX packs despite being on an RTX supported graphics card. I'm sporting a 4070 that I recently bought on Windows 11 and cant seem to get RTX working on my Minecraft. It works when using the worlds from the marketplace and looks phenomenal but when I download packs and try to use them whether it be through global packs or through resource packs on separate worlds it never works. The option just stays greyed out inaccessible
