Why won't Outlook open with Windows 11?

I recently installed Windows 11 on my laptop. Now I have a problem opening Outlook. After bootup, Outlook will open the first time. If I close Outlook and then later try to open it again, it won't open. If I look in Task Manager it reports that Outlook is operating. If I "end task", then launch Outlook again, it will open- that first time only. What's causing this problem?
