Why won't my Windows 10 Desktop Connect to the internet.

It does not acknowledge that there is any available networks most of the time. On occasion, it will act completely normal for a few minutes but then goes back to not connecting. I have both wifi and Ethernet, and they both work fine with other devices. I also can't open some network settings and task manager turns white and freezes when I try to close it. Let me know if there's anything I can do or if there's any other needed information.
