Why won't my PC start when I'm not connected to the internet?

I am having an unusual problem. I have an HP Victus gaming laptop with Windows 11 installed. The machine is incredibly fast and can handle a lot of processes simultaneously. Startup usually takes a grand total of 3 seconds maximum from pressing the power button until I can use the device (i.e. starting an application).That is, startup is fast until I try to use the device when either:a) the device is not connected to the internet, orb) I have connected the device to a new network for the first timeThe issue is not that I can't connect to the internet; in the former case this is irrelevant, and
