why wont it let me into the local user account or reset the password?!!!!!!

i have got the right ID and recovery key but it wont let me reset my computer? i also cant get into the 'Local User' account because idk what the password is and it wont let me use the reset disc thing with the wizard. I dont have any acces to admin so i cant install stuff because i dont have the 'Local User' Password. i cant do anything and its realy pissing me off.
