Why won't I receive a verification text for my microsoft account when I type the last four digits of my phone number?

On my Mini PC (NucBox 4) I got a random message that read fTPM/PSP NV corrupted or structure changed. After clicking the Y option (Bitlocker) I was told I was told that I had to change my pin to login to my device. When attempting to get a new pin I was asked to verify my identity and I chose the text option and entered the last four digits of the phone number attached to my account but never got a code. I tried multiple times but never got a code; this also did not work when I tried to verify my identity from my account itself. I even tried to reset my password where I did receive a verificat
