Why processors can't run Windows 11 even when TPM 2.0 is present

I am trying to understand why some processors are not on the list of systems eligible for running Windows 11 in spite of the fact that TPM 2.0 is present.The processors I am curious about are the i7-6700K (on a desktop), and the i7-6700HQ (on a laptop).Yes, I know they are not on the list of eligible processors.Yes, I know they are only Gen 6.But they both have TPM 2.0 according to the results of PC Health Check.
