Why is windows so delayed or my pc

I had a virus on my pc and I deleted my t but ever since my pc was slow li get fps stutters and a lot of delay so I reinstalled windows with usb that didn’t work so I changed my ssd and that didn’t work so I had integrated graphics turned off I turn it back on it help my gps stutters alittle but I still have a delay when I right click on my screen to show display setting it takes 2 seconds and loading stuff is super delayed I want to know why I’m getting fps stutters or 99% fps drops and a lot of delay this is not just on games by the way
