Why is Windows Explorer and other microsoft apps not working properly?

I have begun to notice little things not working, such as the phone link isn't recognized and the windows explore will not launch when I click the radio button on the taskbar or press the windows key on the keyboard. I have tried searching through the computers apps and settings and what I have learned is my Microsoft software may have become altered in some way either by an update, ignorance on my part, or other means. When I try to restart the Windows explorer from the task manager, I receive the error:Windows cannot find'MicrosoftWindows.Client.CBS_1000.22700.102.0_x64_cw5n1h2txyewy'
