Why is Windows 11 require a Microsoft account or pin-code for logging into Windows

Since switching to Windows 11 I can use only a pin-code or a Microsoft account when logging into Windows!Why? What's wrong with a strong password?I have an older application for the printer scanner in my local network relying on Windows user logins with a password.It doesn't accept pin-codes.Microsoft accounts are to my experience I don't understand why Microsoft are enforcing changes on users without any option for the user to choose their preferences.Microsoft accounts are not persistent in my experience.
