Why is Windows 11 licensing so difficult to find?

I'm trying to set up a Windows 11 Pro virtual machine. at the end of which is a check box "I confirm I have an eligible Windows 10/11 license with multi-tenant hosting rights."So like a good little customer I try to find a way to buy it on Azure somewhere...cant find it.So I go to the microsoft store...I can find Windows 11 Home and Pro but nowhere does it say if it has multi-tenant hosting rights.So my question is, Is there somewhere I can buy these licenses online?And for the love of god, why doesn't microsoft just have a link to buy these licenses IN Azure? are they TRYING to drive p
