Why is this intrusive pop up box on the right side telling me an upgrade is available? How to remove it?

The window is unresponsive, it frequently comes back on top of the other windows. Virus like behavior, really obtrusive. This machine can't be upgraded, why am I still getting this and how to remove it permanently?
