Why is there a delay when clicking the power button icon on the windows startup?

Hello, I have recently built a new gaming PC with a fresh install of Windows 11 Pro. I have a persistent issue where when I go to shutdown my PC via the windows startup power button icon, there is a 1-2 second delay in clicking this icon to bring up the normal power options (Shutdown, Restart, Sleep, etc). Before asking, yes my drivers, bios, and windows are all up to date, as I just built this new PC 3 weeks ago. Specs:ASUS ROG STRIX B650e f Gaming WifiRyzen 7 7700xNvidia RTX 4070 SuperCorsair Vengeance DDR5 (2x16GB 6000Mhz)
