why is reinstalling windows so useless and garbage???

honestly ive been on w11 home 24h2 for a while now, bought a new SSD drive recently so obviously i had to reinstall windows, done it a thousand times so no amateur, now, after installation im like 2 version builds back??? absolutley no reason for this! its version 21h2 or something, version 24h2 nowhere to be seen, windows update shows the stupid "get the newer version of windows to stay updated warning" without actually giving you a way to get it, my apps, games and anything else that requires an up to date system is utterly useless, why do they mess with things time and again? it literally
