This problem is occurring in Outlook 2019 Standard (VL). I tested it in retail Outlook 2019, retail 2016, and VL 2016, and it works normally. It also works in all of these with a pop account, this is only happening with an Exchange account.
The problem is, when I try to set up my email in control panel - mail, or when running outlook the first time, when I get to the part where I would normally see a windows credentials prompt, (like I do in all the other versions), I get a Microsoft account prompt, which tells me my password is wrong. Even when I changed the Microsoft account password to match my Exchange one, I end up getting an error indicating that no connection to the server can be made.
I tried it on a clean install of Windows 10, with nothing other than Outlook 2019 VL installed, and I can't get it to work.
I tried it on multiple computers with 7 and 10, using Outlook 2019 retail, and Outlook 2016 retail and VL, and it works properly every time.
Anyone see this before? Thanks for your help!
