Why is my Windows computer running slow constantly showing the same pop-up every time it starts?

I've noticed that my computer has been sluggish lately, and every time I turn it on, the same pop-up or program launches automatically. Could this be caused by unnecessary startup programs or malware? What steps can I take to speed up my computer and stop this pop-up from appearing?
