Why is my Windows 11 PC stuttering?

There are pretty consistent stutters, that I've linked to my SSD. The stuttering effects basically everything, which includes video, audio, games, and even just being in windows, the stuttering gets worse as the SSD gets used more. I've cleared out some files from my SSD to my hard drive, so that my SSD isn't full, having 100gb left of storage in the SSD. I've upgraded my Nvidia drivers, and tried a different GPU, but that hasn't worked. My current specs are: Intel(R) Core(TM) i7-4790 CPU, Nvidia GTX 560 Ti GPU, 16GB RAM, 450GB SSD (C Drive), 930 GB Hard drive (D Drive).
