Why is my Windows 11 PC non-functional when WiFi is switched off?

If I restart or shutdown my PC with WiFi switched off in Settings, and the router ethernet cable disconnected, the PC will subsequently re-boot and display my normal Desktop, but all file and application icons are non-functional including those in the Taskbar.Because the "Start" icon menu items "Shutdown" and "Restart" are not available, I am forced to power the device down by disconnecting the power cable.To ensure the PC is fully functional, I have to connect the router ethernet cable before restoring power and switching the device back on.
