Why is my screen black but I can only see my loading cursor and much of anything else?

Yesterday I got a new monitor and I fixed up everything. and got it setup and I was playing games and stuff and it was working fine but then I decided to get off so I unplugged my pc and went to go do something else and when I wanted to hop back on I plugged my pc in and I saw the windows logo and then a loading circle at the bottom cause that’s when I normally see before getting taken to the startup screen to put in your pin to get in but this time I just see a black screen with my cursor loading. I feel like I’ve tried everything in the book. Please help
