Why is my PC download speeds at 9mps but my speed tester is showing 90? And every other device is 900+?

Hello!I have a Windows 11 pc with an AMD Ryzen 5 5000 CPU and a Geforce GTX 1650 graphics card. It is connected with ethernet to the floor literally below me and is a prebuilt. I have tried changing my DNS, deactivating anti-virus and everything yet I get nothing more.Any help?
