Why is my Lenovo’s battery going down even though it’s plugged in?

My Lenovo laptop’s battery keeps going down no matter what I do.I thought it was my faulty charger so i purchased a new OFFICIAL Lenovo charger but it still wouldn’t charge properly, at this point I decided to purchase a new battery, (not the official Lenovo one) hoping for a permanent fix.Unfortunately the new battery didn’t fix my problem at all, now it does charge a bit but only when my laptop is turned off and when I attempt to turn it on it completely shuts off even though it is still PLUGGED IN.Any suggestions on what the problem may be? Should I buy an official Lenovo battery? Or should
