why is my ethernet so bad after factory rest

so i just factory rest my pc. now I'm running 90 up and 90 down but i used it get like 1000 up and 1000 down. Its so bad it took 5 HOURS to install gta5. i cant seem to find any solutions on how to fix it. I'm on the latest windowed update and all my drivers are up to date. i have a GeForce rtx 2060 with a 11th gen intel i7-11700fi switched ethernet cabals and switched to Wi-Fi and i wasn't even getting 1 up or down
