Why is my download speed so bad, but my upload speed is so good?

Hello, I've had a continuious issue amongst all my PC's since I first started building them in 2020. I always have had the best internet, I've always had the best specs, monitors, even gaming routers. But I can't even game, I've struggled constantly with what felt like packet loss. Constant rubber banding, some days its playable. I download things instantly sometimes, then for a month it'll take forever for just a 10mb file. I have Frontier Fiber Optic, CAT8 Ethernet, supports up to 10gb/s speeds although my driver limits it to 2.5gb. I checked my download speed today, and it was less than 100
