Why is my computer not being able to load any program?

I have a Victus 15l desktop PC, I bought it around November 2022. Yesterday, it worked fine, opening apps and programs like a charm. Now, whenever I try to open a single app, it is frozen. The screen doesn't freeze, but the applications do not respond. I tried opening the control panel to run a troubleshooting, but it did not respond. I couldn't click anything on the bar at the bottom of the screen. Every time I tried to click a button to restart or shut down, it did not do it. So, I have to manually shut it down by pressing the power button, and there is only a small time window for my PC to
