Why is my computer getting stuck on 96%?

Hello,I recently just got a new PC, and it is a little older. It hasn’t been updated since 2018. Now everything works, except it won’t update and keeps getting stuck at 96%. I looked at another question similar where I have to go into the command thing, but that didn’t work. I really want to use this PC, any advice?
