Why is my computer being attacked by Microsoft Ransomware for pin recovery, a catch 22 with no way to recover, I have a password but it does not even

My computer is locked out by some kind of Microsoft Ransomware, it is stuck in an infinite loop and will not recover to be able to login via pin, password or finger print, who do I have to pay to get my files back? Why is Microsoft not addressing this as a serious issue. My computer is currently useless. It appears that this issue has existed for over one and a half years, Why?
