Why is it that Microsoft Can't resolve the simple Task bar auto hide isn't working correctly.

When there is an Active app open, I can't see the bottom of the browser because Task bar auto hide isn't working correctly. It's never worked properly as of windows 8. All the "So called" advancements but the simplest and MOST IMPORTANT One hasn't been resolved in years. I can't hit the Submit button on most websites due to this, and the only way to get around it is resizing the window so that it fits above the but that makes the user experience less advanced than windows 95. IT can't continue to be ignored. It's a flaw which causes intermittent issues that interfere with the operating system.
