Why is it saying that in order to reset my password I need removable media, such as a USB flash drive?

I do not remember the password for my surface pro cus I haven’t logged on in like two years but when I try to reset the password to get into my computer it says “This feature requires removable media, such as a USB flash drive.” And when I connect the removable media it still doesn’t allow me to reset.
