Why is audio constantly refreshing?

[Windows 11]

Hello, I am trying to watch a video and my audio is constantly refreshing and muting/unmuting. This makes watching anything impossible. When I try and go into the device manager, I get a similar problem where the device manager is constantly refreshing as well? Has anyone had a similar problem?
