Why is 24H2 still being pushed out?

Today I was forced to upgrade/update to 24H2 on my laptop. It was optional until today. Once I updated instant issues. Mouse stopped responding (seen several post this is due to 24H2), monitor dimmed even though it wasn't supposed to, I didn't hit a button and it was suppose to. Setting options completely missing from the start menu. Was there a minute before I updated. So why, with the many issues I can google, is this still a push out and when did it become required?2
